Triumvirate declares the Federal Movement of the Philippines - GBI News and Events

     Excerpt from the minutes of the National Hierarchy meeting of the Guardians Brotherhood Incorporated (GBI) with Securities and Exchange Commission (SEC) Registration No. 123899 registered on December 10, 1984 under the auspices of the NATIONAL TRIUMVIRATE held at San Rafael Village, Navotas City on December 13, 2009 whereby the latter through the able leadership of Supreme Master Founder Lapulapu officially declared the "FEDERAL MOVEMENT OF THE PHILIPPINES" spearheaded by the GUARDIANS BROTHERHOOD INCORPORATED (GBI);

     WHEREAS, the Philippines is an archipelagic state composed of more than Seven Thousand Islands (7,000);

     WHEREAS, the Philippines is a Democratic and Republican State whereby sovereignty resides in the people and all authority emanates from them;

     WHEREAS, centuries prior to the colonization of this archipelagic state now known as the Philippines by the Spanish regime, the natives practically live in a Federal System of Governance led by its respective Datu or Rajah and etc., where they live happily, joyfully with full satisfaction of their peaceful existence as free people;

     WHEREAS, time has come that this archipelagic state now known as the Philippines had been colonized by various colonizers such as the Spanish Government, the American Government and the Japanese Government until the time the Filipinos had been given or granted independence by the American Government on the year 1946;

     WHEREAS, the existence of the Filipinos under the hands of the said colonizers adversely suffered much politically, economically and socio-culturally and particularly having been victimized with the so called racial discrimination thus making the Filipinos being slaves in its own land by the colonizers;

     WHEREAS, the granting of independence to the Filipinos by the Americans signaled supposedly the genuine emancipation of the Filipino people from the claws of the political, economic and socio-cultural slavery under the mantle of protection of its own independent Filipino Government with its own elected Filipino leaders by the sovereign Filipino people under the Presidential System of Government but to the great dismay of the sovereign Filipino people because the latter were pushed/dragged bitterly to the status of wanton poverty, inequality and injustices since from the time of the granting of independence and the situation became even worsen until the present dispensation where flagrant massive cheating of our electoral process and the unprecedented massive graft and corruption of the Government as viewed by the mass media and having been subscribed by the undersigned based upon our own opinions, evaluation and experienced being also a former Military Officer, INP Officer and Personnel respectively;

     WHEREAS, I believed in the wisdom of the former Senator and Statesman Claro M. Recto when he said and I quote that "The Presidential System of Government makes fools of all the people all the time" and further said that the "Presidential System of Government is the government of the incompetent by the irresponsible." He made such pronouncements during his incumbency as Senator with the minority group in the House of the Philippine Senate sometime in the 1960s and his prophetic pronouncement came into reality with the situation of the Filipino People way back from the time of granting of independence on 1946 up to the present. Hence, the Presidential System of Government is gravely defective, inefficient and incompetent to address appropriately the needs of the Filipino People;

     WHEREAS, there is a great needs to abolish the Presidential System of Government practiced by the Philippine Government and replace it by a Federal Government practiced by the United States of America or the United Kingdom as a model through a Constitutional Convention to be exercised directly by the sovereign will of the Filipino People;

     WHEREAS, this pronouncement is anchored primarily upon the sovereign will of the Filipino People with the aid of the Divine Providence/Almighty God.
